cities, owing to the congestion ofbuildings, the narrowness of streetsand the necessary conhict of any sub-way or tunnel with building founda-tions and with underground pipes andstructures. As said before, under-ground schemes without number havebeen proposed. In April, 1890, Mayor Hugh J.Grant appointed a commission toselect rapid transit routes for the city.This commission consisted of Orlan-do Jj. Potter, William Steinway,Charles Stewart Smith, John H.Starin and August Belmont, chair-man. This commission did a greatdeal of work and considered manydifferent routes and tunnel schemes.In July of the same year it made afinal report to the Mayor, in which afour-track underground road wasrecommended. This ended the workof that commission, and, in formalcompliance with the statute, fiftyreputable householders made applica-tion to the Mayor, reciting the needof such a railway in New York City.The Mayor then appointed as com-missioners William Steinway, JohnH. Starin, Samuel Spencer, Eugene
