Vieques Discussions. Washington, D.C., — Secretary of the Navy Richard Danzig (left) announced today that an understanding had been reached with the Governor of Puerto Rico Pedro Rossello (right) on the use of the Navy's bombing range on the island of Vieques, Puerto Rico. At the request of Gov. Rossello, Secretary Danzig directed that no land operations occur on Vieques, to include live or inert fire and that all aircraft exercises over Vieques will fly at an altitude of 10,000 feet or higher until a presidential panel concludes its deliberations in August.
