I cannot read Greek but am pretty certain that these are representatations of several tribes. It seems the word "ethnos" is on top of another word on the three to the left, so each might represent some tribe. I think this more probable as another picture shows "The Dacian People". One of the reliefs that stem from the Sebasteion, good replicas can be found on site. Notices in the museum indicate what they represent, such as members of the imperial family and mythological figures. First century AD.
